Any breed can go to a herding instinct test held at a trainers as long as the dog is under control ie:basic obed trained. Many non herding breeds have individuals that do herd. Your dog may love it, find a trainer and test her.
non trained dogs allowed near sheep normally end up dead! a farmer can legally shot any dog worrying his livestock. its not a game .if you want to have fully Trained dog it can be done but you will need a farmers permission in any Case e before you take a dog of a leash anywhere near sheep or other livestock.

border collies are a smallish dog anyway, but a healthy well bred lab is only 50 lbs or so. the larger ones are only pets, not quality breeding.
