It is always a good idea to talk to people who have had the dogs to get a personal opinion on the breed and the day to day realities of having a large dog that has been breed to work. Most breeders are happy to share their insight with potential buyers.
I went onto the AKC website and looked into different breeds of dogs. I think a corgi or a type of spaniel would be a great choice for your mom. Both are even tempered, friendly and (from what I have seen, i work in an animal shelter) both types can be loveable goof-balls. I think it is wonderful that your mom has such a big heart for homeless dogs!
EDIT* Spaniels do have the fur to consider, though. But they are awesome, loyal dogs. So are corgies!

i like corgis. the hair on a sheltie could be overwhelming.
Bearded Collie. Although I am not sure they are a goof ball.
