It’s a dominant thing. When another dominant dog smells the mark of another dog, he’ll pee on top of it. If the dog is a submissive dog, he’ll pee beside it.
Dogs, as some other animals, are territorial. If they notice other dog’s smell in their territory, they mark over it, to make sure the intruder knows he’s in the wrong place.
To put their scent over the other dogs scent.

They like to mark their territory. My dogs regularly do this.
The smell of urine stimulates them to pee in the same area.
It’s to cover one scent with the other, kind of like a dominance thing, “I claim this spot as mine.”
